Job Description JOB DESCRIPTION Assistant Building Superintendent Northeast Brooklyn Housing Development Corporation ("NEBHDCo") is a dynamic, not-for-profit community based organization committed to the preservation, development and management of affordable housing and homeownership opportunities, community and economic development initiatives and human services that effect social change in Central Brooklyn. NEBHDCo procures financing for, and constructs, markets, and manages a diversified housing portfolio for households with very low, low, and moderate incomes. NEBHDCo currently manages approximately 1,000 apartments through its participation in various federal, state, and city programs. The Property Management Department is responsible for the operation and physical management of a growing portfolio of approximately 60 buildings that are located throughout central Brooklyn. Departmental responsibilities also include maintaining positive relationships with tenants, timely collection of rent and other revenue sources, and filing timely, mandatory government applications and reports. The field-based work of the Property Management Department is segmented into two management teams that provide a full range of NEBHDCo services to tenants and commercial leaseholders that are located within a particular geographic area. Reporting Relationships The Assistant Building Superintendent reports directly to a Building Superintendent, and will also receive work direction from the Zone Superintendent and Property Manager for that zone. This position has no direct supervisory responsibility. Each Assistant Building Superintendent also participates, with his/her Building Superintendent, as a support to his/her Property Management Zone Team, which is led by a Property Manager. Position Summary This is a multiple incumbent position, and each incumbent has accountability to assist the Building Superintendent with janitorial, maintenance and repair duties. The duties of the Assistant Building Superintendent will be conducted in conformance with applicable local, state and federal laws and regulations and NEBHDCo policy. Essential Duties and Responsibilities Key Accountabilities Property Maintenance Complete work order requests under direction of Building Superintendent to ensure that work orders: are processed and completed in a high quality manner; are on time; comply with applicable regulations and government requirements; and do not exceed budget Maintain effective working relationships with contractors and vendors. As designated by the Building Superintendent, oversee and review completion of work order assignments by contractors and vendors, (e.g.,. independent plumbers, roofers, electricians, exterminators, etc.) to ensure that the work performed is of highest quality, on time, in compliance with applicable regulations and government requirements, and within approved cost. Notify Zone Superintendent of contractor or vendor's work quality before Zone Superintendent's final sign-off on work order completion. In coordination with the Building Superintendent, ensure that there is coverage of assigned property during weekends, evenings, and holidays. Zone Team Support Provide high quality services, to internal and external NEBHDCO customers, as a support to the Zone Team, based on the Assistant Building Superintendent's specified job responsibilities, (e.g., preparing apartments for rental, maintaining the building, and achieving and maintaining the NEBHDCO property management performance standards). Meet on a bi-weekly basis with the Building Superintendent and Zone Superintendent to discuss and resolve outstanding maintenance and building management issues. Conduct and complete any special projects assigned by Building Superintendent, Zone Superintendent, Property Manager, or the Director of Property Management. Building Management Enforce NEBHDCo's policies and building rules and regulations consistently -- inside and outside the property and with regard to all leaseholders and tenants. As needed, stand in for the Building Superintendent to make scheduled and emergency repairs, and maintain a continuous flow of maintenance services to all leaseholders and tenants. As needed, provide maintenance oversight and administer related responsibilities assigned to other Assistant Building Superintendents to ensure ongoing operations during vacations and sick-leaves. Essential Building Maintenance, Repair and Janitorial Duties The following duties will be carried out by The Assistant Building Superintendent under the supervision of and/or in assistance to The Building Superintendent: General building maintenance Provide access to building for contractors or vendors, meter readers, inspectors, etc. Inspect vacant apartments with new tenants. Report to Superintendent on: serious repair problems; supply needs (e.g., garbage bags, light bulbs); and, building security issues. problems with tenants or leaseholders; building security. Plumbing and Heating Repair defective toilets (including ball cock assemblies, handles, seats, etc.) and sinks (including drain pipes, strainer assembly, faucet, etc.). Install new toilets and sinks. Change washers, seats and faucet valves, as needed. Repack faucet valves and radiator valves as needed. Remove and replace defective air valves on radiators and steam pipes, and purge system of air, steam, and/or water as applicable. Unclog local waste line stoppages of tubs, sinks, and toilets. Stop leaks from exposed pipes or shut-off valves to prevent further water damage. Replace shower heads, bars and rods. Adjust gas stoves, burners, and pilots except automatic controls, and make minor stove repairs. Connect new stoves, and inspect exposed gas lines for leaks. Electrical Replace defective wall switches, pull-chain switches, and wall receptacles. Replace light bulbs in common areas. Repair and replace surface mounted light fixture. Replace fuses and circuit breakers of up to 80 amps and change ballasts as appropriate for common area lighting and electrical circuits. Carpentry Perform minor repairs of cabinet doors, drawers, shelving and trim. Replace door stops, and door saddles. Replace or adjust wood doors and hardware. Repair small holes in wood and VCT floors (up to 4 square feet). Repair small holes in baseboards. Replace broken window glass Repair, adjust and/or replace window balances and hardware. Plastering and Painting Repair holes in ceiling and walls with sheet rock, joint tape, and joint compound, or with plasterboard wire lath and plaster (up to 32 square feet). Scrape, sand, prime, and paint small areas (up to 40 square feet). Paint only in touch up areas (kitchen or bathroom) Locksmithing Repair and replace door knobs and spindles. Remove and replace locks and latches on doors, windows and mailboxes. Lubricate, adjust and perform minor repairs on locks and latches. Change cylinders (not including tenant-installed locks, for which NEBHDCo is not responsible). Adjust and regulate door checks and spring hinges on self-closing doors to ensure proper operation. Tiling Repair small wall tile patches (up to 6 square feet). Re-grout small areas of tub and caulk around bath fixtures (up to 16 square feet). Perform minor repairs to VCT tiles (up to approximately 16 square feet). Boiler Flush low water cut-off unit as needed. Order fuel as needed. Gain working knowledge of all controls and switches. Janitorial Sweep sidewalks daily and 18" into the street from the curb. Hose down sidewalks as needed. Maintain sidewalks and stoops free of snow and ice, according to law. Maintain roof, courtyards, and air shafts in clean condition. Inspect at least weekly. Maintain compactor room, and other janitorial service and supply areas in clean and sanitary condition and disinfect compactor equipment and chute as necessary. Sweep halls twice per week and spot check daily. Mop halls, clean glass and dust hand rails, baseboard crowns and heater cabinets once a week and spot check daily. Sweep and mop elevator cab floors and wipe down or polish elevator walls, panels and rails once a week and spot check daily. Polish all metalwork and trim in common areas on a weekly basis. Place garbage and recyclable materials for pick-up as required by NYC Sanitation. Bag-up overflow garbage and clean up after sanitation men.
